This is the Level 7 insulation parka, the top-level cold weather layer in the US military's PCU (Protective Combat Uniform) system.
This is a genuine issue item from a 2007 contract, designed for extremely cold environments, such as mountainous regions and long-duration stationary missions.
It uses PrimaLoft-type insulation, offering exceptional warmth while remaining lightweight.
